NIMBY or …?

In the Times Union today, there’s an article about a county suing the state over a law that prevents local taxing authorities (Towns, Counties, School Districts, etc.) from assessing the value of Solar Arrays and Wind Farms.

Given how often NIMBYs use tactics like this to prevent projects that would help with sustainability, it’s hard to see this in another light.

But the plaintiffs bringing the suit might have a point here about the potential damage this could do to municipal budgets. If previously taxable land is used in ways that help the state and the world but bring relatively little the local community, it seems hardly fair that the local community should have to pay for the privilege.

I do wonder if this would be a good example of why a land value tax is a more effective approach than trying to assess the value of what’s built on the property. (A land value tax would also serve as a defense against the sleazy tactic of big box retailers who take over a massive location, raze and pave over much of it for parking, and then claim that it isn’t worth as much as it used to be, so they shouldn’t have to pay as much in taxes.)
